The Petroleum Industry Bill: The Holy Grail of Nigeria's Gas Utilization Plan?



The recent statement accredited to the newly elected speaker of the 8th National Assembly, Hon. Yakubu Dogara where he stated in a meeting with the British High Commission that the House would revisit the petroleum industry bill is one that has rekindled hope in the minds of petroleum industry enthusiasts as it seems the problem of non-utilization of gas is gradually coming to an end
The Petroleum Industry Bill (PIB) is a modern all-rounder bill currently in the National Assembly which is hoped to revolutionize the Nigerian petroleum sphere with key provisions such as a total overhaul of the Nigerian petroleum taxation system, improving transparency in the award of licenses and leases, the introduction of the infrastructure joint ventures, reducing government participation in the sector and deregulating the petroleum sector, improved environmental regulation and other salient provisions.
However, one of the most key and interesting areas of the PIB is its particular interest towards improving the gas industry. Gas (Natural or Associated) is a hydrocarbon which is either found in association with crude oil at the well heads or drilled from the earth’s is tipped as the world’s next fuel by 2025, with Nigeria’s huge deposits 187Tcf of proven natural gas reserves makes her the country with the 9th largest gas reserves globally and the largest in Africa with an additional potential to develop its gas reserves to 600Tcf and therefore become the country with the 4th largest gas reserves in the world. Gas can be used for electricity (Wellhead to Wire), fertilizers, cooking gas, re-injected to preserve and improve oil wells or exported for financial gains.
The PIB provides that a license or lease for the production of oil and gas whether onshore or offshore shall not be granted to any applicant unless the application for such license or lease is accompanied by a comprehensive gas utilization or re-injection which shall be in consonance with the Nigeria Gas Master Plan, Domestic Gas Supply Obligation and other gas policies made in respect of the gas sector from time to time.
Section 247 of the bill also provides that “The Inspectorate shall take such measures as appropriate to create franchise areas for gas processing facilities in Nigeria to support the National Gas Master Plan”. The PIB also seeks to create nine sub agencies unbundling the Department of Petroleum Resources in charge of specific duties such as the Upstream Petroleum Inspectorate (UPI), and the Downstream Petroleum Resources Agency (DPRA). The PIB still retains power to make regulations on gas matters with the Minister; however the UPI and DPRA would be entrusted with the role of regulating the gas industry in accordance with the NGMP, the PIB and other relevant policies of the federal government. Thus, while the UPI would be regulating the domestic utilization plans and monitoring gas flare measurement, it would also work with the DPRA in implementing the Gas Management Model by ensuring the balanced growth of domestic gas projects.
As regards prohibition of gas flaring, sections 252 and 253 of the bill prohibits gas flaring except where the minister grants a permit of not more than 100 days in such cases where there is prove of start-up, equipment failure, shut down, safety flaring or due to inability of gas customer to off-take. Section 253(1)(C) provides for the penalty which shall not lesser than the value of gas flared.
Another laudable addition to the PIB by its section 255 is the introduction of the flaring measurement and reporting programs which provides that the volume of gas flared shall be measure using the metering equipment specified by the inspectorate and which shall be installed by companies in their gas facilities. The PIB also empowers individuals and communities to lodge reports of companies faulting the gas regulations and to enforce the regulations if properly empowered.
The PIB has to be applauded for its bold attempt towards improving gas utilization in the country with its salient provisions but its deadline date of December 2012 (which has already passed by) is one that should be abrogated as it follows the unfortunate of unrealistic deadline dates set by laws such as the Associated gas re-injection act, the bill should prohibit gas flaring strictu-sensu and not set unrealistic deadlines.
After years of policy and regulatory abandonment, the federal government is finally viewing the gas industry from the viewpoint of the international community and has acted well through regulatory improvements in the PIB, the question remains; how far can the PIB go in re-structuring and turning around the fortunes of the Nigerian gas industry.

Ehen! Today am doing a little review of our own beloved Danshiki.
Being someone mostly fixated on western fashion and stlye( the suit life), it is quite strange how fast I fell in love with this piece. It emboldens african stlye, the cloth size gives you this freedom we all yearn for while also seeking the ultimate stlye experience.
The dashiki is a colorfulgarment widely worn in West Africa that covers the top half of the body.  It has formal and informal versions and varies from simple draped clothing to fully tailored suits.
 A common form is a loose-fitting pullover garment,
 with an ornate V-shaped collar, and tailored and embroidered neck and sleeve lines.

Keshi Reacts to Eagle's Sack

Less than 24 hours after he was relieved of his post as the head coach of the Nigeria’s Super Eagles, Stephen Keshi has said it is time for him to move on.

“It is about time for me to move on, my dear. This is not the end of the world for me,” Keshi told Premium Times moments after he was dismissed as the coach of the Eagles.

It would be recalled that the former Togo and Mali coach was booed by football fan when he stepped into the national stadium in Abuja during Nigeria versus Sudan 2015 Nations Cup qualifier on Wednesday.

The match ended 3-1 in favour of the Super Eagles.

Keshi, who took the Super Eagles job four years ago, won the 2013 African Cup of Nations, AFCON, in South Africa and led the team to the 2014 FIFA World Cup and the 2014 Confederations Cup, both held in Brazil. 
However, the Nigerian senior team has been struggling to qualify for the 2015 AFCON having suffered two defeats against Congo and Sudan.

Keshi has been criticised for the calibre of players he has been inviting for national assignment especially those he selected for the 2014 World Cup.

Meanwhile, former Keshi assistants, Daniel Amokachi and Ike Shorounmu, are expected to proceed for a coaching course, fully funded by the NFF in any country of their choice.

10 Silliest Lawsuits Ever Heard In Court

People are generally smart—we’ve advanced too far as a culture to blame it on dumb luck—but for whatever reason, certain situations seem to kick the common sense out of an individual and replace it with . . . well, we don’t even know. There are people out there who will stretch and distort their circumstances to take advantage of the legal system, often for hilariously inappropriate sums of money. Here are ten ridiculous lawsuits that never should have seen the inside of a courtroom:

Batman vs. Batman

You may not know this, but there’s a city in Turkey called Batman, located beside the Batman River in the Batman Province. What you do probably know is that Batman is a superhero and titular hero of the Dark Knight trilogy, directed by Christopher Nolan. In 2008, the city of Batman sued Christopher Nolan and Warner Bros—the production studio behind the films—for using their town’s name without getting permission first.

The mayor of Batman, Huseyin Kalkan, who either has the best sense of humor or a complete lack of one, stated, “There is only one Batman in the world” in his defense of the lawsuit. He claims that not only should the city receive royalties for the use of the Batman name, but that they should be compensated for the “psychological impact” on residents and, as well as an inexplicably high suicide rate among females in Batman—all apparently caused by the Dark Knight films.

Disabled vs. Disney

A few years ago, Disney banned the use of Segways—those two wheeled scooters that you stand up on—in its parks, for safety reasons. Since then, they’ve faced a barrage of criticism from the disabled community, culminating in a lawsuit by a couple from Illinois and a woman who lives in Iowa, who claimed that not allowing its visitors to use Segways was a violation of the Americans with Disabilities Act.

The kicker is, there’s no ban on seated scooters or motorized wheelchairs, and Disney has started providing its own version of standing scooter which is slower and easier to maneuver, reducing the chance of accidentally running over children. They charge a fee to use the scooters (ESVs), but they also agreed that they could waive the fee if the guest brought their own Segway.

So with all of that in mind, the only grounds for suing is that it would be inconvenient for someone to learn to operate a scooter that they’re not used to. The lawsuit was dismissed almost immediately, but the three plaintiffs tried again, and managed to win $4,000 each (with Disney picking up the $185,000 court tab). And at the end of it all, Segways are still banned, and the plaintiffs used their $4,000 settlements for a week at Disney World. Justice at last.

Andrew Burnett vs. Dog Owner

In the year 2000, Andrew Burnett got into a fight over a fender bender on a highway in San Jose, California. The situation became heated, words were exchanged, and Andrew Burnett grabbed the lady’s dog and hurled it into traffic. The dog was killed, and Burnett went to jail for three years. Everybody got what they wanted, sort of.

Then in 2003, Burnett filed a one million dollar lawsuit against the dog’s owner, claiming that she had defaced his image and caused him mental anguish, along with lost wages from the time he had to spend in prison. Thankfully, the judge decided not to compensate the dog tosser, and threw the case out of court.

Wanita Young vs. Free Cookies

Cookies will brighten up anybody’s day—especially if they’re being given away for free. At least, that’s what two teenage girls thought when they surprised their neighbor with a plate of homemade cookies. But they were in for a surprise.

The two girls, Lindsey Zellitti and Taylor Ostergaard, wanted to do something nice for their neighbors. So they went around their neighborhood, knocking on doors and leaving a small package of cookies in front of every door. When they got to forty-nine-year-old Wanita Young’s house, the sound of the girls knocking on the door apparently drove her into an anxiety attack, causing her to call the police who eventually took her to the hospital.

After the girls apologized, and after they offered to pay her hospital bills, Young still decided to take them to court and sue them for $900—and she actually won the case.

Homeless Man vs. His Parents

In February 2013, a homeless man named Bernard Bey filed a lawsuit against his parents on the grounds that his current situation—homelessness—was caused by their emotional neglect. He’s asking them to pay $200,000 for emotional damages, stating that he feels “unloved and abandoned.” And that’s actually the normal part of the lawsuit—Bernard ran away from home at the age of twelve, and claims that he was abused by his father as a child; since then he has lived in and out of poverty—and jail—for nearly twenty years. That’s terrible parenting at best.

But Bernard Bey’s lawsuit didn’t stop at $200,000—and this is where it begins to get a little odd. In addition to the money, the lawsuit asks his parents to mortgage their home and purchase two Domino’s Pizza franchises, through which they might then employ the entire family. He’s suing them to give them a career. And with a final heartbreaking twist, Bernard said that he’s willing to drop the lawsuit completely if his family will just sit down and talk with him over dinner.

William Baxter vs. His Wife’s Cat

In 2011, William Baxter was watching over a friend’s cat when the animal “viciously” attacked him and bit his finger. So Baxter took the only reasonable option left open to him: he sued the cat’s owner for $100,000. He demanded $50,000 for scratches on his arm, and then another $50,000 for the bite to his finger. The finger in question was his ring finger, a subtle irony because the owner of the cat, Christine Bobak, might actually be his wife—the newspaper that originally reported the lawsuit, the Southtown Star, did some digging into the case and found that the two were listed as married on Facebook.

Either way, the lawsuit claims that not only is Baxter suffering now, but he will “in the future continue to suffer,” which is probably a reference to the procedure of tearing off his band-aid.

John Coomer vs. The Kansas City Royals

In 2009, John Coomer was watching a baseball game when a hot dog crash-landed in his eye. The culprit: Sluggerrr, the mascot of the Kansas City Royals, who had been tossing hot dogs into the crowd between innings. Blinded by fury and mustard, Coomer filed a lawsuit against the team and took them to court.

He claimed that the hot dog caused a detached retina in his left eye which resulted in surgery, and that the act of chucking hot dogs was a danger to the crowd. After some deliberation, the jury ruled that the incident was one hundred percent Coomer’s fault, and that airborne foodstuffs are inherent risks involved in watching a baseball game. They also agreed that, since Coomer had been to 175 Royals games and witnessed the “Hotdog Launch” dozens of times, he was definitely aware of the sausage-shaped danger.

But Coomer and his attorney appealed to a higher court, and somehow got the verdict reversed. The judge ruled that—and we quote—“. . . the risk of being hit in the face by a hot dog is not a well-known incidental risk of attending a baseball game,” which is a sentence we can only hope to hear in real life.

Karl Kemp vs. New York’s Homeless

Karl Kemp Antiques is a high-end antique shop located on Madison Avenue in New York City, owned by Karl Kemp. After putting up with homeless people living outside his shop for more than two years, he decided to take action: he filed a lawsuit against four of them for one million dollars, and sought a court order to keep them one hundred feet away from the door of the shop.

Ignoring the obvious fact that if any of them had a million dollars they probably wouldn’t choose to sleep on his sidewalk, Kemp’s lawsuit has been deemed “mean-spirited” by the policy director of the Coalition for the Homeless. Even Kemp’s lawyer admitted that the homeless people weren’t really breaking any laws, and that they only put one million dollars on the lawsuit because they “had to name a figure.”

Sentry Insurance vs. Keipper

On February 4, 2004, a worker for a local meal delivery company slipped and fell on a patch of ice while walking across the driveway of Anne Keipper, a then-seventy-eight-year-old woman living in Milwaukee. An ambulance came, the delivery woman left, and nothing more was heard about the incident.

Nothing, that is, until 2007—three years after the fall occurred—when Sentry Insurance contacted Anne Keipper to inform her that they were suing her pants off to pay for the medical expenses for the worker who fell on her driveway (Sentry was her insurance provider). The worker herself, Dolores Tanel, was named an involuntary plaintiff, which is someone who refuses to join a case as a plaintiff.

That means that Sentry Insurance—a company with an estimated $2.3 billion in total revenue—was suing Keipper—an eighty-one-year-old woman who happened to have a driveway at the wrong place and time—of their own volition, simply to cover a compensation claim they paid out to their own client, which is the reason they’re in business in the first place.

Pearson vs. Chung

In 2005, Judge Roy L. Pearson brought a pair of pants to a Washington, D.C., dry cleaner named Custom Cleaners. The cleaners happened to misplace the pants—and Judge Pearson then smacked them with a lawsuit so ridiculous it should have been thrown out immediately. Instead, it took three months and two further appeals (including another lawsuit against the city of D.C. itself) before it was finally laid to rest. Pearson originally asked for $67 million, then dropped his claim to a more reasonable $54 million—that’s $1,000 for the pants, and $53,999,000 for court fees and mental distress.

And apparently it was indeed very distressing: on the first day of court, Pearsonbroke down in tears as he described how frustrated he was on the day his pants went missing. The court ruled in favor of the dry cleaners, but Pearson came back just weeks later, asking the court to reexamine the case. They refused, and the appropriately embarrassed D.C. court also decided to terminate Pearson’s contract with them (remember, he was a federal judge).

So Pearson did the only thing that made sense to him: he sued Washington D.C.. And the worst part of it all? The dry cleaners apparently found his pants two days after they lost them, but Pearson refused to take them back. He claimed to be “crusading for the people.”

A witchdoctor from Ghana has said that he is behind Cristiano Ronaldo’s injury problems, which "can never be cured by any medic".

The Real Madrid and Portugal star is suffering from tendonitis and is set to miss out on his country’s pre-World Cup friendlies against Mexico and Ireland, though Nana Kwaku Bonsam has claimed responsibility for the Ballon d’Or winner’s plight, which he has claimed to be “spiritual”.

“I know what Cristiano Ronaldo’s injury is about, I’m working on him,” the witchdoctor told Ghanaian radio station Angel FM.

“I said it four months ago that I will work on Cristiano Ronaldo and rule him out of the World Cup or at least prevent him from playing against Ghana and the best thing I can do is to keep him out though injury.

“This injury can never be cured by any medic, they can never see what is causing the injury because it is spiritual. Today, it is his knee, tomorrow it is thigh, next day it is something else.”

Ghana are due to play Portugal on June 26 in Brasilia, in what will be their final match of Group G, which also includes Germany and USA.

Pregnant Pakistani woman stoned to death by her own family for marrying man she loved


A pregnant Pakistani woman was stoned to death by her own family in front of a Pakistani high court - for marrying the man she loved, UK Daily Mail reports

Nearly 20 members of the woman's family, including her father and brothers, attacked her and her husband with batons and bricks in broad daylight.

Farzana Parveen, who was three months pregnant, was killed before a crowd of onlookers in front of the high court of Lahore, police have reported. (Her corpse seen above) Continue...
 
Police official Naseem Butt said the 25-year-old had married Mohammad Iqbal, with whom she had been engaged for years against the will of her family. 

Her father had filed an abduction case against her husband, which the couple was contesting, her lawyer Mustafa Kharal said. 

Kharal said Parveen's relatives waited outside the court, which is located on a main downtown thoroughfare. 

As the couple walked up to the court's main gate, the family members fired shots in the air and tried to snatch her from Iqbal, he said. When she resisted, her father, brothers and other relatives started beating her, eventually pelting her with bricks from a nearby construction site, Iqbal said. 

Iqbal, 45, said he started seeing Parveen after the death of his first wife, with whom he had five children. 'We were in love,' he told reporters.

He alleged that the woman's family wanted to fleece money from him before marrying her off. 
'I simply took her to court and registered a marriage,' he said.

LAWSA UNEC Continues Unbeaten Run: Match Report+Photos LAWSA ABSU vs LAWSA UNEC










 The football match between LAWSA UNEC and LAWSA ABSU billed to hold on Friday 23rd of May 2014 had been largely predicted by pundits to be a cracker.

The LAWSA UNEC team arrived ABSU Law Faculty at exactly 12:30 pm, the team was warmly welcomed by the ever amiable ABSU law students and officials, the team was subsequently addressed by the LAWSA ABSU Vice President who promised the team of a good beating.

The match which was heavily contested reached it's peak when Ubon Ubot scored for the away team from close range after a goal mouth scrabble. However the wonderful organization and interplay of the away team was disrupted when two key players of the away team Darlington and Pablo had to leave the pitch after being severely injured. 

The home team came to the second half a re-invigotrated team, perhaps because of a large influx of TEAM ABSU supporters(largely girls) who arrived the stadium en masse to cheer their team.
A highlight of the match however was when Ubon Ubot the scorer for the away team in retaliation for a bad tackle rammed his boot studs into the laps of one of the LAWSA ABSU players. A boiling fight was however avoided as the players tempers were calmed.

With the bad condition of the pitch and the scorching sun coupled with the increasing tiring of the away team, it was not long as the home team found the equalizer as a midfielder for the home team curled home a fine effort into the net of the away team.

The highly reputable coach of the away team employed all his magic including making certain changes but the match which was hotly contested ended in a draw.

"They are even saying that they would defend indivisibility of the country and its oneness. For me, I will defend only what Allah said and you are only defending country. MUST READ:Senator Iyabo Obasanjo's Letter to Boko Haram

Senator Iyabo Obasanjo has accused those in President Goodluck Jonathan’s inner circle of
being a hindrance to the resolution of the crisis posed by the Boko Haram insurgency.
In an open letter to the Islamist sect, whose leadership she credited with
“more sense,” Senator Obasanjo, however, faulted the insurgents for betraying the true essence of
revolutionaries in directing their venom against the lower class.
Dr. Obasanjo in the 860-word letter particularly cringed at the abduction of hundreds of school girls from Government Secondary School, Chibok, Borno State, saying their crave for sexual gratification is no excuse for the abduction.
While noting her surprise that more armed groups have not risen against the state given the social
and living conditions of the majority of the population, she wrote:
“I am moved to write about the current state of affairs in Nigeria. My first inclination was to write
to the President but since all letters to him seem to elicit only open derision and even more
stupidity from his inner circle, I have decided to address my letter to a group also currently
causing Nigerians a lot of pain and agony that may actually have more sense than the country’s
leadership.
Dear Boko Haram
“The fact that you have taken arms against the Nigerian state is no surprise. The question should
be why haven’t more young people organised themselves against the state?
“Even the fact that your motto, ‘Against Western Education’ is in a way reasonable given the fact
that your leader, martyred by the Nigerian state had university education and found no reasonable
employment but had to resort to thuggery for politicians to survive, as the story goes.
“He, like millions of Nigerian young people and college graduates, seeing a blighted future are
doing anything to survive.
“They have become opportunistic desperados, almost sub‑human as the stepping on and trampling on each other to death at the
Immigration employment debacle indicates.
‘Where you’re wrong’
“Where I think you have gotten it wrong are in two areas, if you can pardon my giving you some
unsolicited advice.
“First, your victims are becoming more and more the people you should be attracting to your side.
Take the Nyanya bus massacre.
“The people that live in Nyanya are usually the clerks, messengers and other lowly office workers
that live out in relative slums compared to the rest of Abuja and take public transportation to
work to receive monthly salaries they barely get by on.
“Consult any written work of successful revolutionaries be it French, Russian, Cuban or
even the more recent uprooting of communism in Eastern Europe, to succeed you need the people
to be on your side. Right now you are not achieving this.
“You are targeting the group you need most. This does not make for a successful revolution but you
are making yourselves into nuisances to the people and in the end while the state, including its
military machine may not be able to conquer you, your downfall will be alienating these potential
allies, i.e. the oppressed and down-trodden.
“Secondly, the abduction of girls. It must be hard to stay in the bush as all male revolutionaries
fending for yourselves with no sexual gratification.
Cuban example
“But again, reading up on past bush
revolutionaries like the Cuban, for example, indicates that they were able to convince some
women to go voluntarily with them into the bush.
“Somehow, revolutionary zeal does not include sexual abstinence and cooking and cleaning by
yourselves.
“Reading must be hard for you since you hate education but the past is a good guide to the
future and if you can’t read, you are done for in organizing or succeeding in most endeavours as
most things have been done before and reading up on how it was done can only serve as good guidance.
“The parents of the girls you abducted are just trying to give their daughters a chance at having
successful lives. Without an education there is very little anyone can achieve in this early 21st
century.
“I know living in the bush; it must still seem like the dark ages but the truth is that even with the
lack of jobs and opportunities for young people in Nigeria currently, it is still better to be educated.
“An educated university graduate who was selling food from a food cart ignited the Arab Spring
which was spread by use of the internet which is hard to use if you are not educated.
“There are writings, videos and stuff you post on the internet which I haven’t seen. But think of it,
you can only post and use the internet because some of you have some education.
“But in the end you have no control over the distribution of your advertising and recruiting
information because as you may know, the internet is really part of the western system you despise.
Why you’re succeeding
“The truth is that you have succeeded because the Nigerian state has failed to provide jobs and
opportunity for its young people who you can now easily recruit. By disrupting education, you are
adding to the burden of the people.
“You may say, but how about our religious issue?
Let the truth be told, just as there are indigenous southern Muslims, there are indigenous northern Christians even from your epicentre in Borno
State and just as you are zealous for your religion, I don’t see them giving up their religion either.
“The reasonable solution to this impasse would be for you to advocate for everyone to be able to
practice their religion as they see fit with respect for each other’s beliefs.
“Remember, a couple of centuries ago, all of our ancestors below the Sahara were all animists
worshipping various ‘gods.’
“This ‘One God’ — us against them situation — is a relatively recent one in our human history and
you will be advised to let the originators fight it out and let your people be.”
